• Municipal: Street Vendors Act certificate/market licence or hawker pass; Shop & Establishment registration for fixed counters; vending-zone allotment (if any).
• GST: Company GSTIN; e-invoice not needed for retail cups; keep B2B invoice format for institutions.
• Legal Metrology: Cup volume verified (ml printed on pack); calibrated measuring jar at hub.
• Plastic/Waste: State plastic ban compliance; paper/biodegradable cups; waste bag & daily disposal log.
• Electrical: Portable ELCB, surge guard; indoor sites follow basic fire & exit rules.
• Labour: If hub staff >10, maintain attendance & wage register; ESI/EPF as thresholds apply.

• Insurance: Dispenser asset cover + third-party liability for public sites.
